A large number of premium and super-premium cards explicitly exclude utility bill payments, and sometimes mobile recharges, from earning reward points at all, treating them the same as cash advances or rent for reward purposes. This is common enough across issuers that it's worth checking your specific card's exclusion list rather than assuming a general "earn on everything" card actually covers this category.

What separates a genuinely good option

Cards built for everyday cashback, rather than premium travel cards, are usually the better fit here, since they tend to explicitly include utilities and recharges as a rewarded category rather than excluding them by default. Beyond simply being included, check whether the rate is flat or capped, several cards offer a strong headline rate on utilities that's capped at a fairly low monthly amount, after which spending in that category earns nothing extra.

UPI-linked cards are worth a specific look

If you already pay utility bills and recharges through a UPI app, a RuPay credit card linked to UPI can be a genuinely convenient option, since it lets you earn card rewards on a payment method you're using anyway rather than switching to a separate bill-pay flow. Check the card's UPI-specific reward rate separately, since it doesn't always match the card's general online spending rate.

What to actually compare before choosing

Look at whether utilities and recharges are included at all, what the capped monthly limit is if one applies, and whether the reward is delivered as straightforward cashback or as points that need a separate redemption step. A modest, uncapped cashback rate on utilities is often more useful in practice than a high but tightly capped points rate you'll exceed within the first couple of bills each month.
